Employment and Labor Law Section
The Employment and Labor Law Section Nominating Committee has issued its report, below, proposing a slate of officers for 2015. If you want to contest the election, please get the signatures of at least 10 members of the section on the petition, email it to D.D. Wolohan by Oct. 31, and state which position you are contesting. A runoff will follow. If there is no opposition after Oct. 31, the slate is approved by acclamation and will serve in 2015.

Position 1 01/01/15 - 12/31/16 term
Alice Kilborn, J.D. PHR, a graduate of the University of New Mexico School of Law, is an Associate at Moody & Warner, P.C. Her practice is devoted to labor and employment law, representing both employers and employees. In 2014 Alice was selected to the Southwest Super Lawyers Rising Star list.
Position 2 01/01/15 - 12/31/16 term
Victor P. Montoya is a shareholder in the Albuquerque office of Jackson Lewis P.C. and is a Certified Employment and Labor Law Specialist. His practice focuses on advising employers and representing them in litigation regarding federal and state laws related to employment, unemployment, wage, disability, and civil rights issues. He received his J.D. from the University of California, Davis, School of Law in 1998, and his mediator certification from the University of New Mexico School of Law in 1999.
Position 3 01/01/15 - 12/31/16 term
Barbara Evans is a partner with Atwood, Malone, Turner & Sabin, and has been with the firm since 2007. She is a litigator, focusing primarily on employment law and governmental liability. Ms. Evans served as a law clerk for several federal district court judges in Kansas including the Hon. K. Gary Sebelius, Magistrate Judge, and the Hon. Dale E. Saffels. She also clerked for the Hon. Bobby R. Baldock, Court of Appeals Judge for the 10th Circuit Court of Appeals.
Position 4 01/01/15 - 12/31/16 term
Samantha Hults is a 2005 graduate of the University of New Mexico School of Law. Currently, she is a Managing Assistant City Attorney in the employment and labor law division of the City of Albuquerque. Samantha's legal practice focuses on counseling and representing the city in labor and employment issues, including Title VII of the Civil Rights Act, the ADA, the ADEA, the FMLA, the City's Labor Management Relations and Personnel Ordinances and other city, state and federal employment and labor laws.
Position 5 01/01/15 - 12/31/15 term
Marshall Ray is Deputy Cabinet Secretary and General Counsel for the New Mexico Department of Workforce Solutions, coordinating contract negotiation and review, internal policies, personnel, legislative drafting, promulgating regulations, and litigation in state and federal court and before administrative bodies. He attended the University of New Mexico School of Law, graduating summa cum laude. Immediately after law school, Mr. Ray served as law clerk to U.S. District Judge James O. Browning. He was recognized as New Mexico's Outstanding Young Lawyer of the Year in 2014.
Nominating Committee Chair
The general purpose of the Employment and Labor Law Section shall be the promotion of the objectives of the State Bar of New Mexico within the particular field designated by the name of this Section. To that end, it shall be the purpose of this Section:
A. To sponsor continuing legal education programs for the Bar in the fields of Employment and Labor Law;
B. To advance the quality of legal services provided by members of the State Bar of New Mexico, in the subject areas of the Section;
C. To provide general legal information to the public through seminars, publications, the media, and educational institutions;
D. To coordinate and co-sponsor activities with the business and labor communities in the State of New Mexico, in order to further the economic development of the State; and
E. To establish links with the Employment and Labor Law Section of the American Bar Association and other similar professional organizations.
You may be enrolled as a member of the Employment and Labor Law Section if you are a member in good standing of the State Bar of New Mexico.
