  • The Office of the General Counsel assists the State Bar of New Mexico and the NM State Bar Foundation with policy and regulatory functions of an integrated bar. Staff works specifically to protect the legal and policy interests of the State Bar; provide a professional legal resource for bar leadership, volunteers and staff; and assists with the outreach to State Bar members, the courts and the public.


General Counsel


The mission of the Office of General Counsel is to serve our members, enhance our self-regulated profession and protect the public. The mission is accomplished through the following programs and committees:

Serving Our Members


Attorney Resource Helpline
Helpline provides members of the bar and non-admitted attorneys information and referrals in the areas of attorney regulation, ethics, registrations (non-admitted, pro hac vice, legal services and emeritus), rules and general practice.

Ethics Helpline
The ethics helpline is a free service to members of the State Bar of New Mexico. Personal assistance regarding your ethics question or issue is available at (800) 326-8155.

Ethics Advisory Committee
The Committee informs and advises inquiring lawyers on the committee’s interpretation of the Rules of Professional Conduct as applied to the inquiring lawyer’s duties.

Database of Formal Ethics Opinions available

Fee Arbitration Program
Provides clients and attorneys with an out-of-court method of resolving fee disputes that is expeditious, confidential, inexpensive and impartial.

Lawyers Professional Liability and Insurance Committee
Committee researches and advises the State Bar regarding risk management issues and malpractice insurance.

Enhancing the Self-Regulated Profession


Lawyers and Judges Assistance Program
Provides confidential assistance to any lawyer whose ability to practice law has been impaired as a result of alcohol or substance abuse.

Fair Judicial Elections Committee
The committee strives to educate candidates for judicial office on the existence and content of rules applicable to judicial election campaigns.

Pro Hac Vice
Rules and forms for practice by non-admitted lawyers before state courts.

Protecting the Public


Client Protection Fund and Commission
This Fund and Commission promotes public confidence in the administration of justice and the integrity of the legal profession by reimbursing losses caused by the dishonest conduct of lawyers admitted and licensed to practice law in the courts of New Mexico.

Unauthorized Practice of Law
A task force to review the multifaceted issues surrounding the unauthorized practice of law regarding non-admitted attorneys practicing in the state as well as laypersons acting as attorneys.
