About the State Bar of New Mexico

The State Bar of New Mexico is a professional membership organization of attorneys licensed to practice law in New Mexico. The organization was established in 1886 and is currently a 501(c)(6) corporation. The mission of the State Bar is to be a united and inclusive organization serving the legal profession and the public.


The State Bar is governed by a volunteer Board of Bar Commissioners, all of whom are licensed attorneys elected by their peers from designated bar commissioner districts throughout New Mexico. The State Bar’s Executive Team and staff help to execute member projects and goals.

Scotty A. Holloman is the current Board of Bar Commissioners President. He is a shareholder, director, and president of Maddox, Holloman & Moran PC in Hobbs. He attended Texas Tech University (B.B.A.,  Accounting, 1980) and Texas Tech University School of Law (J.D., 1983). Holloman was admitted to practice law in Texas in 1983 and in New Mexico in 1984. He is a member of the State Bar Real Property, Trust and Estate Section and the State Bar Business Law Section. He served as president of the Lea County Bar Association. From 2009-2012 he served as the out-of-state  liaison to the State Bar of Texas Board of Directors. Holloman and his wife, Terry, have three children: Aaron and wife Kelli; Emily; Jacob and wife Lacey; and three grandchildren: Simon, Owen and Annie of Roswell. Holloman  also represents the Sixth Bar Commissioner District.

New Mexico State Bar Foundation

The public service and educational arm of the State Bar is the New Mexico State Bar Foundation which is a 501(c)(3) non-profit corporation established in 1991. Learn how the Bar Foundation assists the public and the services it provides. Center for Legal Education

The Bar Foundation houses the State Bar’s continuing legal education course provider: the Center for Legal Education. Member dues do not subsidize CLE operations. Find a program in our one-stop shop for affordable and convenient courses including live and self-study.
